On April 22, 2025, Graham community members approved merging Graham Fire & Rescue with Central Pierce Fire & Rescue. We will operate under a contract for services for the remainder of 2025 and then become one legal entity on January 1, 2026. HIPAA: Notice of Privacy Practices
This notice describes how medical information about you may be used and disclosed and how you can get access to this information. Please review it carefully.
The Health Insurance Portability and Accountability Act (HIPAA) was passed in Federal Law in 1996 and provides the following standards:
- Protects patient privacy
- Safeguards patient information
- Grants certain patient rights
As an essential part of our commitment to you, Graham Fire & Rescue maintains the privacy of your confidential health care information, known as Protected Health Information or PHI. We are required by law to protect your health care information and to provide you with the attached Notice of Privacy Practices.
The Notice outlines our legal duties and privacy practices with respect to your PHI. It not only describes our privacy practices and your legal rights, but lets you know, among other things, how we and our business associates are permitted to use and disclose PHI about you, how you can access and copy that information, how you may request amendment of that information, and how you may request restrictions on our use and disclosure or your PHI.
We are also required to abide by the terms of the version of this Notice currently in effect. In most situations we may use this information as described in this Notice without your permission, but there are some situations where we may use it only after we obtain your written authorization.
We respect your privacy, and treat all health care information about our patients with care under strict policies of confidentiality that all of our staff are committed to following at all times.

Tort Claims

Pursuant to the provisions of RCW 4.96.020, all claims for damages against Graham Fire & Rescue, or against any of its officers, employees, or volunteers, acting in such capacity, shall be presented to the designated claims agent within the applicable period of limitations within which an action must be commenced.
A claim is deemed presented when the claim form is delivered in person or is received by the agent by regular mail, registered mail, or certified mail, with return receipt requested, to the agent or other person designated to accept delivery at the agent’s office.

Outdoor Burning
Burn Ban Status
There are three agencies who have the authority to impose burn bans in Graham Fire & Rescue’s district boundaries. Individuals wanting to burn should familiarize themselves and comply with each agency’s rules and regulations. Always check burn ban status for each of these agencies prior to lighting a fire. Outdoor burning is not allowed if any of these three agencies have an active burn ban in place.
- Central Pierce, Graham, and Orting Valley Fire & Rescue: Residential Outdoor Burning is allowed with a burn permit until 7:59 a.m. on June 1, 2025. Recreational burning is allowed until a stage 2 or air quality burn ban goes into effect.
- Pierce County Fire Prevention Bureau: Pierce County issued a Stage 1 Burn Ban for unincorporated Pierce County effective June 1, 2025. This Stage 1 burn ban only applies to land clearing and burning of yard debris in unincorporated Pierce County. Barbecues (gas, wood, and charcoal) and small recreational fires in established fire pits on private property and approved campgrounds are still allowed.
- Puget Sound Clean Air Agency: There are no air quality burn bans currently in effect impacting our District.
Types of Outdoor Burning
- Residential Burning: Burning seasoned branches, leaves, grass clippings and other natural vegetation originating on the property. Residential burning requires an active burn permit. Learn more about residential burning.
- Recreational Burning: Cooking fires and campfires using charcoal or seasoned firewood that occur on private property for cooking, pleasure, or ceremonial purposes. Recreational fires do not require a burn permit and are permitted in all areas of the district. Learn more about recreational burning.
- Land Clearing Burning: Projects and burning that clear or change the land surface equate to land clearing. Land clearing fires are illegal. Only the Puget Sound Clean Agency has the authority to approve land clearing fires.

Where in Graham Fire & Rescue’s District Boundaries is Residential Burning Allowed?

When a burn ban is OFF and outdoor burning is allowed, residential burning is only allowed in Graham Fire & Rescue’s response area that falls mostly south or east of 224th. All residential outdoor burning is prohibited north and west of 224th. You can check if you live in a burn ban area by entering your address into PSCAA’s Outdoor Burning Map.
If you live south or east of 224th, you must be issued a Burn Permit prior to burning. Burn permits are issued at no charge by Graham Fire & Rescue.

How do I Apply for a Burn Permit?

Burn permits are issued through the Graham Fire & Rescue Community Connect platform.
- Please click the “Apply for a Burn Permit” link below
- This will take you to the Community Connect landing page
- If you already have a Community Connect account, select “Residents”, and login to your account.
- If you do not have an account, select “Residents”, and then create an account.
- Once you are in your account, select the Burn Permits module.
- Please submit your application through the Burn Permits module.
- Permits are only valid between when all burn bans are lifted in the fall and June 1st annually.
- Please note that applications for burn permits are only reviewed during business hours on Monday through Friday from 8:00 am to 4:30 pm. Burn permit applications received on the weekend or on holidays will be reviewed within the following 1-3 business days.

When is it Okay to Burn?

Individuals residing in Graham Fire & Rescue’s District must adhere to District and County-wide burning rules and regulations. This page will be updated with current information regarding burn bans. Residential outdoor burning is typically allowed between late fall after all burn bans have been lifted and June 1st annually.
Citizens can sign up on the Puget Sound Clean Air Agency website to receive alerts when an Air Quality Burn Ban is issued or lifted by visiting their Burn Ban Alert page. Additionally, you can visit the Pierce County Fire Marshal’s website or call the Pierce County Burn Ban hotline at (253) 798-7278.

How do I Submit a Burn Complaint?

As a permitting agency under the authority of the PSCAA, Graham Fire & Rescue has assumed the responsibility of complaint management and enforcement. If you wish to report a burn complaint which is a nuisance or presents an immediate hazard to persons or property, please dial 9-1-1 to report the burning.
As an alternative to calling 9-1-1, customers may contact the Puget Sound Clean Air Agency, the regulatory authority for smoke and clean air issues. If you would like to report a burn complaint for illegal burning, excess smoke or clean air issues, please contact Puget Sound Clean Air Agency:
- Visit the Air Quality Complaint Center
- Call the air quality complaint line at 1-800-552-3565. Follow the instructions to select your language, then dial ext. 6 and leave a message with the complaint information when prompted.
Funding
Graham Fire & Rescue is primarily funded through three voter-approved funding mechanisms.
- Regular (Fire) Levy: $1.00 per thousand dollars of assessed value.
- EMS Levy: $0.50 per thousand dollars of assessed value.
- Fire Benefit Charge: A fee calculated based on required firefighting resources, the size of the building(s) on a property and the hazards associated with those building(s).
